When staring out a ROM hack you have to think about what you wanna do in the hack, what ROM you want to use, and think about the plot and other things you want implement in your hack.
You will want to think about something that is "new" or "fresh". You also want to think if you can do what you want to implement in your hack. For example, an Idea like having all pokemon and regions in the game is almost impossible, because there simply isn't enough space to include that. Think of a story or plot for your hack. Simply saying your going to do a hack with mario and luigi in it isn't really a story.
Go beyond the generic storyline.Try thinking about a more involving plot; something that makes the reader think, "WOW! This seems really interesting!"
Next, you might want to think of a name, because you can't just call your hack : Pokemon Hack
Think of your storyline and make a name based off of your storyline. If your hack involves collecting a magic gemerald to prevent evil from taking over the world of pokemon, call it: Pokemon Gemerald Version or Pokemon: The Mysteries of the Gemerald.
Another great thing to include in a hack would be a minigame! Some people would like like to wind down and play a game after hours of advancing through the storyline. You should be original with your mini game. some examples are the mining game, zel's waterfall rapids, match up, and explorers cave games
Side quests are a fun thing to add to! Like collecting items for people and trade quests. You could make them give uber awards like a rare pokemon or item.
There are plenty of other things to do to make your hack successful. We are just barely touching the tip of the iceberg! Use your imagination!
